A BILL to amend article five, chapter nine of the code of West
Virginia, one thousand nine hundred thirty-one, as amended,
by adding thereto a new section, designated section
eighteen, relating to human services; medicaid;
miscellaneous provisions; and providing for a phase out of
health services under medicaid over a two-year period.
Be it enacted by the Legislature of West Virginia:
That article five, chapter nine of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, be
amended by adding thereto a new section, designated section
eighteen, to read as follows:
ARTICLE 5. MISCELLANEOUS PROVISIONS.
§9-5-18. Phase out of present aid over two-year period;
secretary to develop rules and procedures for
recipients to purchase health insurance in public
sector.
On or before the first day of July, one thousand nine
hundred ninety-five, the secretary shall promulgate rules and
adopt procedures to require persons covered under the state
medicaid program to purchase health insurance through the private
sector. The secretary shall include in the rules and procedures
a waiver process which shall include a method to move the state
medicaid system to private sector programs, including health
insurance coverage, within two years.
NOTE: The purpose of this bill is to phase out the health
services of state medicaid over a period of two years and to
develop a method to move the health coverage to the private
sector health insurance companies.
